Maybe not as fast as blood or Unholy at some points, but Elites are easily soloable with heart strike and damage mitgation cooldowns. I even managed to solo the 5man dragon quest in dragonblight, where it's summoned down near the small outpost with the 2 troll npcs. Also for your standard "Kill 20 of these" quests as frost you can just round up 5-6 mobs at once, pop a damage reduction cooldown and Howling blast crit things to death. 1 Min cooldown on icebound fortitude and 2 min cooldown on unbreakable armor is amazing for just grabbing multi mobs and AOEign them down.
