As any enchanter will tell you there is an issue of too many shards and not enough dust for skill ups and general enchants. Blizzard tried to make shards more in balance with dust but ended up just reversing the imbalance. Patch 3.0.8 is bringing changes to help balance dust and shards more (less dust, more shards in short). As with all classes the enchants that death knights want are being affected.
MMO Champion has posted a chart showing the mat changes for all enchants, according to the test realm. Some enchants we like are just changing to require fewer mats. Other enchants are changing their mat requirements, usually dropping the dust requirements and adding shard requirements, but there are other swaps being done as well.
Boot enchants will be getting cheaper, but with some shards added in. Bracer and glove enchants will just be cheaper, no added shards. Cloak DPS will be cheaper, tank will be cheaper with some added shards.
I wouldn’t worry about stockpiling enchants with [Armor Vellum III] unless you have a lot of dust and only a few shards. Overall the cost of enchants will likely be the same or cheaper, at least once the shard market settles down after the patch changes.
